What's more the ferry operators can now compete with the outlets in Calais at low French duty rates and there are no restrictions on what you can buy for personal use. They can do this quite legally once the vessel has reached French territorial waters.

The Customs have built in some guidelines as to how you may interpret the words 'for personal use'. If your interpretation is different you may well be stopped and the goods seized.
